由於夜已深，來到位處太平山街40號，建於1851年，現名為百姓廟的廣福義祠時早已關門。惟簡樸的棕紅牆身和鐵欄，仍難以阻隔百多年前，無償幫助那些離鄉別井的華工子弟，至今仍保留下來的不滅光環。
義祠於清朝咸豐元年(1851年)由譚亞財等較富有的華商捐建，初期作為供奉街坊祖先靈位之用，但後來不少來港謀生者操勞致死，而中國傳統觀念，凡客死異鄉者，應暫置神主牌，望他日能夠返鄉，回歸故土，於是義祠成為一個供奉不同姓氏亡靈的百姓祠堂。
事實上，華人在港英政府隔離政策下，生活艱苦，一切均憑個人自理。若遇到問題，只得求神靈庇佑，因此廟宇，如上環文武廟及和廣福義祠漸漸兼理慈善救濟和及處理社會事務，以及提供義務醫療、教育和心靈服務的機構。
然而廣福義祠早年管理不善，並出現衛生問題，1866年，上環華商范亞、譚益三、林德紀及黃奉雲等華人領袖建議興建一所醫院，卻遭時任港督麥當奴拒絕，政府僅准許在太平山街設立廣福義祠，安奉先靈木主，負責為過身華工處理後事，其後因病重華人亦被送來「等死」，因而兼理彌留服務。
直至1869年清明節爆發疫症期間，廣福義祠廟祝回鄉祭祖，無人打理。時任署理總登記官李思達（Alfred Lister）到場巡視，發現衛生極度惡劣，病人缺乏照顧，情同煉獄。
事件經隨行記者在泰晤士報連日報導，驚動英國政府指令時任港督麥當奴跟進，最終同意批出上環山邊墳墓街（今稱普仁街）的一個地段，並資助十一萬五千元建院費用，由華人籌建中醫院。
於1870年，《倡建東華醫院總例》頒布後，香港正式創辦了第一間華人醫院，即東華醫院，並於兩年後落成啟用。除提供免費中醫和跌打服務外，亦提供義務殮葬和執骨安排，而早於一年前被封閉的義祠，亦於兩年後，即1872年由東華醫院接管，恢復廟宇本來的作用。
1894年，香港島太平山區爆發鼠疫，政府為免鼠疫擴散而夷平太平山區，廣福義祠因而重建，繼續早年前殿主祀地藏王菩薩，同時供奉太歲、濟公，後殿則是百姓祠堂的廟宇。政府早年更資助藝術家粉飾義祠的外牆，現已復常，並列為二級歷史建築。
